If I understand the proposal correctly, it's easier to do it using grafana alerts which I'm proposing in T210031

I will start experimenting with that as soon as https://gerrit.wikimedia.org/r/#/c/mediawiki/core/+/475893/ is deployed and the 400 rate goes back to 0
