Development sequence

We we build out the navigation in the following order:

  • page/talk toggle
  • actions menu (primary actions)
  • user menu and notifications
  • main menu
  • overflow menu (secondary actions)
  • new search bar

@Niedzielski - not yet, we'll be making them as we discuss the tasks. An overview of the functionality is available in the original doc, however.
