Description

The content of Transparenz page was moved to the new Mittelverwendung page using new design (only for cat17).
Now Transparenz is an empty page. It should either re-direct to Mittelverwendung or be removed all together.
The decision should be based on the fact how deep-linked is https://spenden.wikimedia.de/page/Transparenz on external places.

I've manually added the line on the server so we don't have to do a scary redeploy. In January we'll run the playbook which will remove eventual inconsistencies.
