Description

Problem

If you create a ticket via API, you need to specify (pre)expeditures and mediainfo in separate API request.

Proposed solution

It would be nicer to allow users to create tickets with all information in one call.

Student is expected to send a patch for wikimedia-cz/tracker repository, hosted at Wikimedia Gerrit. When claiming task on GCI website, student should claim a respective Phabricator task as well.
