Help panel: consider enabling email notifications for mentions by default (at least for new users) on cswiki and kowiki

Description

In the help panel project, we are telling users that they will get an email when someone responds to their question. We appear to be planning to achieve this by asking experienced community members who answer questions to ping the user who asked the question when they answer, but that by itself doesn't send an email. Right now, users have to manually enable emails for mention notifications.

I propose that, for newly created accounts on cswiki and kowiki, emails for mention notifications be enabled by default.

@Catrope -- I just looked at the defaults for newly created accounts in Korean and Czech (by opening the preferences of a new account), and they look like this:

So it looks like getting emails for mentions is on by default. What made you think they're not?

Was it checked in betalabs or production? Interesting - clicking on "Restore all default settings (in all sections)" definitely will un-check email for 'Mention'.

Since I tested this in production, and it's not an issue, I am closing this.

I just created new accounts in both Korean and Czech, didn't change any of the preferences, pinged them from existing accounts, and verified that they both received emails.
