Create more thorough and visible navbox for Toolforge Help documentation

Description

The current navigation bar for Toolforge Help Documentation (which appears at the top of each of the help documentation pages) is unobtrusive but not thorough. It currently exposes broad categories of information but does not highlight important or popular information. To improve discoverability and navigation of documentation I propose a more traditional sidebar navbox like the one found here: https://www.mediawiki.org/wiki/API:Main_page

This navbox would list the same or similar high-level categories of information included in the current navbar, but would also include subpages of important/popular content, in order to make it easier to find.

  • Determine most popular or important categories and pages (what is being viewed the most and what should Toolforge users know?)
  • Create Navbox to display in the Help:Toolforge space

but keep in mind that some of those Enwiki aspects will be harder to port across to wikitech. I mainly suggest looking at things like "centered vs left-aligned", and think of those examples as containing many lessons to avoid.

Resolving this task for now. @Pavithraes has implemented a navbox for Toolforge and CloudVPS.
