PDF/DJVU defaults to first page for Page images

Description

So for embedded PDF or DJVU thumbnails from books, a specific page is often used with the page= syntax. However, Hovercards just uses the first page. See The Waste Land for an example.

When being on that page, where do I see that problem exactly?

Apologies, I should have been more clear. So we have File:The Wasteland.djvu on Commons. When users want to thumbnail a page from that file on Wikipedia, they can add page=7 to the thumbnail code, in this case that's the title page for the book and is used in the linked article. To see the problem I'm talking about, you need to view the page preview of the article from another page like this one.

The expected result would be to see the title page like it's shown in the main Wasteland article instead of the default black first page.

This also affects Wikidata. I manually extracted and reuploaded this https://commons.wikimedia.org/wiki/File:Complete_English-Jewish_Dictionary,_6th_ed._-_Harkavy_-_1910.djvu-page5.jpg but that is cumbersome and introduces redundancy
