We should include a phab link in https://wikitech.wikimedia.org/wiki/Help:Access_Policies for a user to click on when they apply for elevated rights. And then, whatever ticket it creates should get in front of our eyes somehow (e.g. on the kanban, or on the project request page, or someplace that we already look regularly.)
