Add ULS to Wikibase bundle docker images

Description

We want ULS in the wikibase docker images. Not only does it allow users to easily choose their language but wikibase takes advantage of it for Term display.

You can take advantage of download-extension.sh helper: https://github.com/wmde/wikibase-docker/blob/master/wikibase/1.30/bundle/download-extension.sh

We don't need to consider things such as custom fonts at this time.

Acceptance Criteria
All bundle docker images should have ULS available
