When a page is delivered through an external translation service, we still want to provide a way for users to contribute (T212300). The increased exposure to content through translation can also produce an influx of editing activity that can become hard to deal with for reviewers of small-size communities.
In order to be prepared for such potential scenarios we may want to make the contribution entry point configurable in a way that (a) is provided by default but (b) can be disabled for a given target language.
Measuring the use and impact of the initial contributions made through translated pages (T212414) would give us a better idea on whether the proposed mechanism (and the implications on code complexity and performance) is really needed, or the usual mechanisms available in the local wiki are enough to deal with the contributions generated.
