Show a message when the requested SVG has no languages to translate

Description

SVGTranslate allows fetching any SVG from commons, but there are a ton of images that are graphics without language. While some are obviously non translateable, we could definitely encounter svgs that have a word in them but the word is made with graphics rather than text, which means they're not actually translateable at all.

In those cases, we should alert the user that there is no translations and no way to add translations to the svg, and prevent re-uploading.

@Prtksxna For such images, we want a message displayed on the left (with no dropdowns visible) saying that the image is either not translatable or has no labels available for translation and the user may want to try using softwares like Inkscape to translate these images if they want. We can wordsmith it later. I'm putting this in design for you.

Are we able to tell the difference between images that have text that cannot be translated and images that just don't have text? Is this a special case of T210218: Show message when loading an SVG with no translations, or something completely different?

Oops. My bad. I forgot about that ticket. I think these two are the same. There is the remaining case of errors in SVGs due to which they can't be translated using the tool (T211376). For that, we could either adopt a design similar to F27636316 or what I thought of above in T212539#4848057. What do you think?

I think we can have the same design with different wordings. The user might get a bit confused by seeing an empty translation interface.
