• Description: For Wikimedia mentors in Google Code-in to receive updates from org admins and to discuss the annual contest

Long version:

In the annual Google Code-in contest (which just finished and hopefully will take place again in October 2019), mentors can join the contest at any time before the contest and while the contest is running.

• Org admins need to periodically send information via email to all mentors. Having a mailing list archive allows mentors who joined later to quickly read information which was already sent earlier to the other mentors.
• Towards the end and in the two weeks after GCI, mentors need to provide input on students to help admins choose the contest winners. This happened so far in a non-public Phabricator task but that is cumbersome as it requires manually updating the task access permissions when new people joined late as mentors.

I think it makes sense to have a non-public mailing list with archives accessible to list members.
A list member will get added by a mailing list admin (=GCI org admin), once that member has registered as a GCI mentor on the GCI website.
