freegeoip - error reported by API

Description

Not sure why and where exactly freegeoip is used on Lingua-Libre but it seems like the endpoint used here is no longer in service: http://freegeoip.net/shutdown

This was used by the Universal Language Selector MW extension ; moving from MediaWiki 30 to 31 fixed this issue.
