CX2 should not create articles with undefined references : <ref name="xxx" /> but without <ref name="xxx">...</ref>

Example on frwiki "HMS Upright (N89)" : original translation with the following content

• <ref name=":0" /> twice
• but no <ref name=":0">...</ref>
