Publish Blubber releases on releases.wikimedia.org

Description

Currently I have the Blubber releases and checksums on my people page (https://people.wikimedia.org/~thcipriani/blubber). Ideally these would be accessible from https://releases.wikimedia.org/blubber

The new directory, rsync and shell users have been created. (releases1001/releases2001).

Please note that this service is active-active and served from both DCs.

Though, for upload purposes there is still the notion of an "active" server which is where you should upload as it determines the direction of rsync between them.

In Hiera common.yaml you can check. So this means upload to 1001 and it syncs to 2001. It could change though if we fail-over data centers.

I pushed up latest binaries to releases and they are available.
