tools.meta: notice of heavy use till the end of February

Good day. As in previous years I'd like to notify the cloud-services-team that due to the 2019 Steward Elections the election committee and several volunteers helping to validate votes will be heavily using https://tools.wmflabs.org/meta/accounteligibility.

Elections will run for three weeks, from February 8, 2019 to February 28, 2019.

I'd like to ask that increased quota/memory/etc. be enabled at least until March 1, 2019 to be on the safe side.

We apologize again for the increased traffic the tool may be getting in the following weeks. I think it is important to at least notify Toolforge personnel so they're aware.

With php7.2 container you get 2GiB of memory (not sure whether virtual or resident). AFAICT, the default php-cgi has a queue with 4 'workers' that polls on the queue, so you can handle maximum 4 concurrent requests, so memory usage is bounded by the 4 concurrent requests. Is 2GiB not enough for 4 requests (like, if you are doing massive data processing in memory rather than in an external database server)?

I don't think we have ever actually changed any runtime limits for this tool in the past. I do see that I rescheduled some other tools away from the grid host this was running on last year to reduce contention (T186830#3957423). At the moment we don't actually have a way to raise the resource limits easily for any Kubernetes tool (T183436: Add memory limit configuration for Kubernetes pods). I think we can just keep an eye out for folks asking for help/reporting issues in #wikimedia-cloud and figure out how to help if needed.

Thanks for the help @bd808 - I'm content with just having a look if that's okay. Like always, we hope not to overload it, but it'll be used to check thousands of voters during the election, and every one of them after it has finished. Regards.
