CX2: Cite web template cannot be transferred to Turkish

When translating "1989 Cannes Film Festival" from English to Turkish, references on the first paragraph become empty when adapted. This example published translation from this user report illustrates the issue.

When the paragraph is added to the translation, the reference card shows the information as if it were properly adapted:

However, opening the reference shows that it contains a template that renders as "Boş kaynak (yardım)" text, which means "Blank source ( help )":

The template is Haber kaynağı which corresponds to Cite news in English, and the error message is shown when the template is empty. Opening such template we check it has no parameters added:

The problem of sowing details that are not in the reference is part of T206309: CX2: Don't show reference details when they are not in the reference and highlighting references with empty templates (T206310) will help to alleviate the problem. The current ticket is focused on why the "Cite news" template contents could not be transferred to Turkish. Given that both templates are connected through Wikidata, and the improvements made on T199512 to consider Citoid metadata for the mappings.
