We need to move this VM, and that move will get it a new IP.
I mostly don't understand what role this plays. Am I correct that it accepts traffic from the tools proxies and then relays that traffic onwards? If so, what's necessary to make it re-register with the tools proxy after it moves?

Better yet would be building a replacement for it in eqiad1 and moving traffic there. That would prevent downtime.
