Make ORES articlequality prediction score articles from 0 to 10 in euwiki

Description

Currently, articlequality gadget in euwiki scores articles from 1,25(?) to 5.5, and this is quite misleading for users, that would expect something from 0 to 10. Regular punctuation should something quite similar to this:
0-2 stub
2-4.99 start
5-6 C class
6-7.5 B class
7.5-9 good article
9-10 featured article

Maybe it is very difficult to have something like this, but it should, at least, count articles between 0 to 10.

The general conclusion that we came to is that we should probably just train the model with more data so that it can have more confidence in predictions. So I'm going to mark this task resolved, but we'll continue work towards increasing the amount of data for training ORES in T215351: Create new labeling campaign for Basque Wikipedia articlequality
