Disable Two-factor authentication for user seicer

Description

Please disable 2FA for user seicer. I cannot log in to my account on Wikipedia because it is asking for 2FA verification for a device that is no longer existing tied to a phone number that is no longer functioning.

Per a conversation with administrator Opabinia on 26 Nov. 2017, I was directed to this thread which then directed me to Phabricator. This was in relation to a question brought up via the Arbitration Committee regarding an unrelated incident. Between the initial inquiry and the conversation with Opabinia, I lost access to my phone, and the device was bricked. Due to security and legal concerns over the phone and the number, I had to switch numbers in a hasty manner.

If there is a secure manner in which to share, I can disclose the old number and the new number. I can also provide information regarding my administrator status (or former status, as I have not been online in some time) and other relevant details.

Event Timeline

We use TOTP authentication as the second factor, not SMS, there's no phone numbers involved...
