I need to test thoroughly the bulk editing functionality and determine what's going on with T205258: Mass-edits via @Phabricator_maintenance account stop after 11 tasks

bulk editing seems to be working properly now. silencing them works from the cli. phabricator_maintenance does not, however, silence automatically.
