Prevent showing an empty termbox users whose babel box is only comprised of their interface language

Description

Motivation
As a User without javascript in use I would like to see the most relevant termbox entries in the "In more languages" section.

Current state
When not having javascript running and browsing through mobile Wikidata with English as the UI language, there will be only the termbox headline stating "In more languages". There will be no entries shown.

It is the same in the desktop version, where there is only the english entry presented. For the mobile version though this doesn't happen as we decided against showing redundant info.

Possible Solution
Show the most relevant entries for English UI
OR
do not show the termbox at all.

@Lydia_Pintscher after closing T239331, I feel that I should bring this task here to your attention in case you think that the empty "in more languages" case should have a higher priority.
