Takedown Tools: Implement tweaks to copy outputted by the tool

Description

Just going to list them here to save loads of tasks like T197838: Takedown Tools: Double `File:` on DMCA user warning template.

  • In the "Commons Village Pump" output, the File: code is outputted twice.
  • The "Commons Village Pump" output should use a second-level heading, not a third-level heading (i.e. remove one = from each side).
  • Throughout, the tool should link to [[wmf:Legal:Foobar]]. not just [[wmf:Foobar]].
  • There is a full stop missing from To discuss this DMCA takedown, please go to [[COM:DMCA#Foobar]] Thank you!

None of these are urgent really, they're more just annoying things we should tweak. Heck, I could even do it with a GitHub pull request. I think the other bugs should take priority.
