Presently, when users create an account the field label for the email field reads "Email address (optional)", which is passive. If we think it is good for users to add their email address, we should use more active language such as "recommended" during the account creation process.

@Etonkovidova -- thanks for noticing the situation on mobile. Given that no extra word is currently present for mobile, I don't think we should add one. f the mobile account creation situation has been working so far without an additional word, I think we should err on the side of not adding clutter.
When @nettrom_WMF does the basic analysis from T217717, we can decide whether further changes should happen to that field.
Therefore, the work on this task is now complete, and I'll keep it in my column until we put it in production (which we will not do yet -- we'll discuss as a team the right timing).
Our team has decided that we will not be working on this project during Q4. Moving it to the next fiscal year.
