Replace Istanbul with nyc

Description

The istanbul package that we've been using for code coverage reporting has been deprecated and replaced with nyc. We need to eliminate the use of a deprecated package and replace it with a new one

Yup, that's yet another depreciation of a tool we were using throughout our projects :(
