Remove bad P131 and description from Romanian monuments

Description

A batch of monuments in Romania were erroneously assigned P131 → Q184797 and the corresponding English label (heritage site in Sibiu County, Romania).

Affected items that have

  • P131 → Q184797
  • Romanian heritage code that starts with something other than SB (prefix for Sibiu county)

Items with wrong English description and heritage code that doesn't start with 'SB'

Steps to take with these items:

  • Remove the P131 statement
  • Remove the English label
  • Add correct P131 statement based on Heritage code prefix
  • Add correct English desc based on same

This should be done as soon as quickstatements et al are operational again…

I double checked all monuments not in Sibiu and this issue seems to have been resolved (at least the correct P131). There is a mess for that property, but this will be solved on-wiki.
