Add Permalink icon next to the subheadings

As a reader sometimes I feel permalink icon beside the subheadings in the wiki pages will be helpful.

Expected feature:

  1. When the user scroll mouse over the subheading of the wikipage permalink icon should be visible left to the subheading.
  2. When the user moves the mouse away to the subheading the permalink icon should disappear.
  3. When the user clicks on the permalink icon the page should be tagged to that subheading something like /wiki/wikipage#subheading

I hope this is clear, If not I can provide some more information/examples for inspiration.

Why would you want to have a Permalink (to that very revision) as the user and not to the latest version instead?
