Description

I see that back in 2012 wgAccountCreationThrottle was expended from hewiki definition to all hewikis 286e096e462917235aa3f7ceaedd825d419ab54c
It seems that since then it was removed from hewiki, but not removed from other hewikis. (not sure when)

I suggest to remove it from all hewikis to simplify the configuration and align to other wikis
