IABot adds archive to URL marked as dead even though according to the database it is live

Description

Perhaps this is its regular behavior, but IABot 2.0beta12 added an archive link to a citation template. The citation template indicated that the URL was dead, but it is in fact live and is also recorded as live in the database.

With the override option active, tagged links are going to be treated as dead even if they are considered alive.
