Android/Chrome: cursor sometimes out of view when starting to edit

Description

I'm on Android 8.1, running Chrome beta 73.0.3683.75 on a Samsung Galaxy S2 which has a very small screen.

As a logged-out user, go to http://en.m.wikipedia.org/wiki/Hanoi and start to edit, picking Edit without logging in and staying in the (default) Source editing mode. Scroll down one screenful, then tap on some text near the bottom of the editing window. The on-screen virtual keyboard appears and obscures the cursor. As soon as a letter is entered or deleted, the cursor is scrolled into view.

Expected (and intended?) behavior is for the cursor to be scrolled into view immediately after the virtual keyboard has appeared. And this is in fact what happens if I start an editing session and tap on some text near the bottom of the editing window without first scrolling down one screenful.
