Add note about the per-wiki tracking maximum to Event Settings page

Description

To let users know about the per-wiki tracking limit, we will add:

Language for the note

  • The system can track up to 50,000 pages, files or items on each wiki. [?]

Why we're doing this

Event Metrics imposes a per-wiki maximum for how many pages (on Wikipedias), files (on Commons) or items (on wikidata) can be tracked. The maximum is 50,000 per wiki. This note will let users planning very large events (which happens on Commons and Wikidata, especially) know that they may need to divide their event up into separate events, e.g., by categories.
