Small visual glitch when keyboard shortcut for link inspector is pressed in VE's read-only mode

Description

When VE's surface is read-only, the caret is transparent (T217510). If users put that invisible caret to some text without link annotation and press Ctrl+K to add a link, underlying word gets selected and deselected immediately, giving strange visual glitch.

The same issue exists in VE surface inside Content Translation, but context item card blinks as well, making this glitch more prominent.

You might be able to address the CX version of this issue by keeping the context hidden until it has finished setting up (at the window manager level).
