Description

"action=raw" doesn't work on the page namespace of Wikisource.

Steps to reproduce:

Go to the following link and start the download: https://eo.wikisource.org/w/index.php?title=Paĝo:Mirinda_amo.pdf/18&action=raw
Open the file and see that it's empty
Now check https://eo.wikisource.org/w/index.php?title=Paĝo:Mirinda_amo.pdf/18&action=edit and see that there is actually content there

It does not work in the Index namespace either. I remember checking the "underlying structure" of a page using &action=raw a few months back, like late last year, and it was working then, but not now.

Also confirming that it doesn't work in the Multilingual Wikisource, Norwegian Wikisource or English Wikisource, so it is not a local problem.

Page: and Index: have different page content models. They are not wikitext.
