Yes it does, as you can see in those screenshots I'm not logged in. Same results on logged in too.

https://stackoverflow.com/questions/11289166/chrome-on-android-resizes-font#12965146 This is something called 'Font Boosting' and can be easily disabled by CSS tweaks.
https://meta.wikimedia.org/w/index.php?title=User:1997kB/global.css&diff=prev&oldid=20377708 fixed this issue on most pages, but Preferences and few templates still follow this font boosting.
Given work on desktop improvements, [1] we are unlikely to fix this in legacy vector. Note although we are not planning to make vector a responsive skin any improvements to the wgVectorResponsive mode are welcomed.
