This came up when a user was updating legacy proxies from the old nova-network region; apparently we supported more characters in proxy names at some point in the past.
Probably there's just a regex that needs updating someplace.

I just now created a proxy named 'blah-blah-bleh.wmflabs.org' and it worked just fine. This issue was originally reported by @dschwen, I'll need more information from him about how to reproduce this.
