These days, it can actually be done using a fairly simple patch, although the @counter-style CSS feature, which makes it possible, became usable in Firefox and Chrome very recently.
This is now being tested locally in the Burmese Wikipedia using this change to Common.css: https://my.wikipedia.org/w/index.php?title=MediaWiki:Common.css&type=revision&diff=730313&oldid=635434 . Pretty much the same code should be added to i18n-counter-styles.css and i18n-ordered-lists.less under resources/src/mediawiki.skinning. The Burmese period requires a custom @counter-style, but this is actually documented in the w3c document about counter-styles.
It appears to work well in the Burmese Wikipedia. l made a patch similar to what is done there. If no one complains in the next few days, the core patch should be merged, and after it's deployed in the train, the Common.css code should be deleted.

For Shan, ၁၂၃၄၅၆၇၈၉၀ was used a long time ago. ႐႑႒႓႔႕႖႗႘႙ was created and used in the late 1960s. But ႐႑႒႓႔႕႖႗႘႙ was less used because it didn't match with Shan characters style.
