Deciding on the specific dates for the Nordic meeting

Description

In order for everyone to be able to start looking into tickets and whatnot, we should choose and publish the dates for the event ASAP, especially since we can't cover the cost of transport to Estonia. Where specifically the event happens is less important, since the cost of transport inside the country and hosting will be covered by WMEE.

Previous Nordic meeting was in 5-7 October 2018.

It should be taken into account, that WikidataCon 2019 will be held in 25–26 October 2019 ja CEE meeting in 11-13 October.
