Description

Labels and descriptions should contain placeholder text when no input exists ( 'enter a label', 'enter a description')

@Tarrow is assuming the spec should be taken from Figma. e.g.

position: absolute;
width: 124px;
height: 20px;
left: 24px;
top: 521px;

font-family: sans serif;
font-style: italic;
font-weight: normal;
font-size: 16px;
line-height: normal;

color: Base30 (#C8CCD1);

This was originally created as a subtask of T216987 but it turned out there is a dedicated story for addressing these challenges: T217000 - so it became a task of that, ready to be picked along with it.

I adapted the task description regarding the font-family and the color.
I'm not sure what to think of the position block.

The short version of explanation is: Show the placeholder text in the same position and definitions as entered text, only change the following things:
color: to Base 30
font-style: italic
