I think that's taking it a bit far, unless you want to remove the new users general filter entirely, as people are going to have no idea it's even an option without it being clearly shown.

Whatever the case, you'll want to at least include the same sorts of affordances for discovering namespaces, tags, etc as on the recent changes. Having a hidden thing to specifically surface other options like timeframe and specific types of edits might indeed make sense, if there's no consistent way to include those in the same kind of interface (but including the not-specific-user option here would just be... weird, in terms of logical grouping).

Why? The modern RC interface is an expensive, well-designed system built over years by a dedicated team based on user research for a high-traffic, complex tool. This isn't and isn't. Without evidence to the contrary, I'm pretty confident that none of the controls beyond the target are used remotely significantly.
