Request two new MediaWiki labels, for maintenance messages

Description

Maintenance windows happen time to time and banners are displayed on the wikis to warn users that they won't be able to edit the wiki.

Every time it happen, new translations of quite the same message are requested. If we could have messages, like we have with {{int:Please-translate}}, that would be translated at Translatewiki.net, it would ease a lot of people's lives.

The two messages are:
{{int:Technical-maintenance-soon}}

Technical maintenance will be performed soon:

{{int:Technical-maintenance-edit}}

During this time you might not be able to save any edits.

Using those two messages, time would be added in UTC time, or, better, with the help of T220414: Create a timezone conversion magic word.

The result would be:

Merged. I think you might also need a message to represent a time range, but that's quite complex. Leaving open for you to decide.
