A bunch (all?) of the kustvattenförekomst were created with extra P 131 on län level where the kommun level already exists.
It was noticed when analyzing some items during T220582.

Remove those, as this is not how things are done on Wikidata.
- Find all problematic items
- Remove superfluous claims
- Communicate with SMHI developer about the problem
