References in the source article opened with a generic dialog instead of specific form

Description

In Content translation, when opening a reference of the source article a generic form is shown instead of a specific one. Opening references that use templates to structure their content such as "cite web" should show a specific form directly.

This issue is not present for references either in the translation column of Content translation (solved in T199512), or the original article when edited with VE. But it is still a problem for references in the source column.

The example above is based on the translation of "Lemonade" from English to Catalan, but the issue i likely to be present in many other cases.

@Esanders Instead of specific inspectors, generic inspectors are appearing for reference in source article column. Is this because Cite not able to find the mappings in target language wiki for the source language? Translations are always done in target language wiki.

Can this be the same kind of confusion leading to T217410: Inspecting a template in the source language wrongly leads to the target wiki template documentation?

The template mappings are pulled in by the Cite extension in ve.ui.MWReference.init.js. All that code queries the local wiki then creates tools in the global ve.ui.toolFactory, so you'd need to do a lot of refactoring to support a second wiki.

@ppelberg and @Pginer-WMF are going to speak about potential prioritization in consideration of workload across teams.
