It seems this is working again now. https://grafana.wikimedia.org/d/000000485/wikidata-change-propagation?orgId=1&from=now-24h&to=now shows some issues for a number of hours. Not sure what caused it.
I consider these to be unbreak now tasks so in the future don't hesitate to escalate them to me and mark them as unbreak now.
Keeping this open for some more investigation.

Any chance this is related to T221368?

Yes, that was the reason why there were no jobs running during that period of time. We had a JobQueue outage and had to stop job execution for approximately one hour while we were investigating/fixing the issue. Sorry about that.

The core issues have since been fixed, so this should not happen again any time soon (fingers crossed!).

Thanks for pointing to that issue. Seems it is the root cause and the current task is report about the symptom. Hence I'm closing it as duplicate. If anyone notice any other similar issues, feel free to open a new task.

For the record, the issue with the job queue only affected test wikis and mediawiki.org. As a precaution we paused the job queue for all wikis (including Wikidata and Wikipedia).

When the job queue was started again, all waiting jobs were executed first. This means all pending updates should now be visible. If you find that updates were lost, please re-open the task. Thank you!
