The general reason for this proposal was removing redundancy and further improve user experience. (personally, I don't think that this right needs a separate log entry or a notification to the user, it's pretty useless to begin with :))

Yes, since the new blocking system allows for namespace-specific blocks - so taking away the uploader right isn't the only option if someone abused upload right -, there isn't a reason why autoconfirmed shouldn't be able to upload.
