This task is so vague and crosses the limit to acceptable changes. Only stewards, some staff and Founder have (userrights) which allows manipulation of all user rights. I am quite sure it will not be added to local sysops of one wiki even with consensus. The other one (rename) is a local right on Meta and there's a reason it exists only there.
