This task is a placeholder for future work that is currently blocked by some capacity issues.

The wikilabels DB is currently running on the toolsdb secondary server as it always has. It would benefit toolsdb for failover testing and wikilabels for performance and the ability to do straightforward replication if that was moved to another instance. Because of DNS aliases and so forth, this should require nothing of the wikilabels team. The label is applied for informational purposes.

The disk is "used up" currently in the clouddb-services virts, so this would require more disk space or another virt, or it would require sorting out how to get Openstack to provision a "thick" disk so that database data wouldn't be corrupted if it were deployed wherever.
