On mobile, popus are displayed as "overlays" which the editor cannot scroll away from, and cannot dismiss them without making a choice.

It should be defined what should be the appearance in the desktop mode.

Possible considerations:

• How to make it necessary for the editor to make a decision
• Where to shop the "popup" (e.g. somehow relating to the button clicked? Scrolling in from the side?)
