For Partner.LINK and Partner.PROXY authorization methods we (following the T220138 Pull Request) don't require marking applications as sent - instead, coordinators mark as approved and the tool automatically moves them through to the final status. As such, it makes no sense to provide coordinators with the option of 'sent to partner' when evaluating applications in the proxy/link auth methods.
