wikieditor-toolbar-help-content-reference-description looks like a usual translatable message, but when I try to edit it in translatewiki in any language using the classic wiki syntax editor ( https://translatewiki.net/w/i.php?title=MediaWiki:Wikieditor-toolbar-help-content-reference-description/he&action=edit ) or using the modern TUX editor, I get the error: "You do not have permission to edit this JavaScript page because it may affect all visitors. Permissions for editing of sitewide CSS/JS/JSON files were recently separated from the "editinterface" right. If you do not understand why you are getting this error, see [[mw:MediaWiki_1.32/interface-admin]]."

This is strange, because translatewiki is supposed to allow editing translations of messages in the MediaWiki space with the editinterface right, but just with the translator right.

I'm not sure whether it's a problem in core or in the Translate extension, so I'm tagging both. This is probably not a problem in the WikiEditor extension, but it affects it, so I am tagging it, too.
