OTRS user input : It doesn't disappear when you're scrolling

It was a design update in T220532

Keep bottom bar always visible. Currently, the bottom toolbar is hidden once users are scrolling down, this leads to a situation in which the bottom bar isn’t visible (and “Find in page“ can’t be found).
